Norse Mythology
In Old Norse, Vili means “Will.” Vili and Vé, together with Óðinn, are the three brothers who slew Ymir, ending the primeval rule of the giants and establishing the first of the Æsir gods. Óðinn was the eldest, Vili the middle, and Vé the youngest.
When the first humans, Ask and Embla, were created, Óðinn granted them life and soul; Vili gave them intelligence and the sense of touch; and Vé bestowed appearance (facial expression), speech, hearing, and sight.
The three brothers were the first true Aesir gods. Their parents were the proto-god Borr and the giantess Bestla. After slaying Ymir, the first being to exist, they fashioned the cosmos from his body, shaping the heavens, the earth, and the seas.
It is worth noting that Vili and Vé may not have been entirely separate gods. Some scholars suggest they represent aspects of Odin himself: his will (Vili), his sacred power or authority (Vé), and his inspiration and divine essence (Óðinn). Outside the creation myth, Vili and Vé appear rarely in the sources, which supports the interpretation that the three “brothers” may be symbolic divisions of Odin’s attributes rather than fully independent deities.

Prior to the Game
Vili was a grandson of Búri the first of the Aesir gods, who had sprung from Ymir, the first Giant and father of all life and one of the sons of Borr. Vili, along with his elder brothers Odin and Vé, felt that the Aesir were fit to be the supreme rulers of the Nine Realms and killed anyone else who stood in their path, with Odin himself killing Ymir and taking the place of the "Allfather", after which Ymir's blood drowned all Jötnar, except Bergelmir and his wife.
Almost nothing is known about him afterwards, but he is presumably have participated the Long War between the Aesir and Vanir. After the Goddesses Nerthus was slain by Magni and Modi, the great warriors of Asgard, including him and Vé, Hodr, and Hœnir, celebrate it by feasting on Odin's silver hall of Valaskjálf. The next day, the All-Father deployed a large number of Aesir fleet and warriors onto Vanaheim to crush the Vanir once more, only to have being swept away by a devastating hurricane winds summoned by Njörd[1]
